Lower Court Ruling First Amendment claim sustained (2-1). On July 28, 2000, the federal district court granted a preliminary injunction. The State’s appeal to vacate that preliminary injunction was denied on July 27, 2001, by the U.S. Court of Appeals for the Seventh Circuit.
